History of the L2P program

& Baw Baw L2P Inc.

Victoria’s graduated licensing system (GLS) was introduced in 2007 to improve the safety of young drivers. Part of the strategy included making it compulsory to obtain 120 hours of logged supervised driving experience. The mandate created a barrier for some young people who do not have access to a suitable supervised driver, vehicle or both. To prevent further disadvantage to these young people, the TAC L2P Program was initiated and partially funded.

The L2P program has since become the largest youth mentoring program in the state.

The TAC L2P Program is partially funded by the Transport Accident Commission (TAC), managed by the Department of Transport and Planning (DTP) and delivered by councils and not for profits (NFPs) through individual funding agreements.

Baw Baw L2P Inc is a not for profit organisation that commenced in 2009. We have assisted over 250 disadvantaged learners within the Baw Baw Shire to obtain their probationary driving licence.

While the TAC L2P Program is premised on the goal of increased road safety it can have far reaching and positive outcomes for both Learners and Mentors. Learners are are able to interact with a positive adult role model during a critical period in their development. Obtaining a licence opens up further educational and employment opportunities, it can increase their confidence, social and behavioral outcomes. Mentors enjoy being a part of a young persons journey, the social connection, sense of purpose and ability to contribute in their spare time.
